In the meantime, the southern part of the Korean Peninsula was locked in hostilities. Paekche attacked Silla, and Silla turned to Koguryo for an alliance to beat back the invasion. The competing three kingdoms had endured from the third to the seventh centuries through a balance of power. Like an equilateral triangle, a strong geometric structure, the three-sided political configuration remained well balanced. Whenever one side seemed strong enough to take advantage of a weaker side, the weaker side would form an alliance with the third side, and the result was a stalemate and a continuation of the Three Kingdoms.

By then monasteries controlled large tracts of land and even owned slaves, many of whom had been impoverished free men who sold themselves into slavery to ward off starvation during the hard years of the Mongol invasions and thereafter in late Koryo. The monasteries also employed armies. The support of the numerous temples and monasteries, which were exempt from taxation and thus attracted large numbers of monks and nuns seeking to escape taxation and government services, had become a serious burden on the national economy.

Koguryo had suffered severe losses in battles with the Xianbei during the reign of King Kogugwon (r. 331–371), but the kingdom rebounded and restructured its institutions under King Sosurim (r. 371–384), who made two important decisions in 372: He established a Buddhist temple in the name of the state, and he set up a Confucian academy. Both were giant steps in adopting Chinese culture. Koguryo also adopted a Chinesestyle bureaucratic structure and proclaimed a new code of laws. 14 From Early Settlements to the Silla Unification of Korea The building years of the late fourth century were followed by the expansion years of the early fifth century, when Koguryo reached its zenith.
